The Institute for Law and Public Policy is a non-profit organization whose mission is to promote liberal and democratic values and the principles of the rule of law, pluralistic democracy, and full equality of individuals. It is a non-governmental expert center established in 1993. Today, the Institute is Russia’s leading independent policy development, research, and educational center in the field of constitutionalism and law.
The Institute’s purposes are to
- Support research on constitutional and legal issues at the federal and regional levels
- Promote international and inter-regional legal policy dialogues
- Build a constitutional and legal informational infrastructure throughout Russia
- Facilitate Russia’s integration into the international legal community
- Strengthen the legal basis of public policy-making in Russia
- Form a new generation of specialists in the field of law and public policy
- Initiate the broader use of new information technologies in political and legal processes
- Improve Russia’s legal culture and respect for law and liberal-democratic values
Among others, the institute focuses on the constitutional developments in Russia: constitutional and institutional design of the Russian state, separation of power, division of power between the federal, regional and local authorities; judicial and court system reforms; governance in Russia in terms of policy and decision making process in Russia; implementation of the legal reforms in Russia; constitutional and legal base for the Russian federalism; ethical standards in Public Life in Russia (federal and regional levels); Russian parliament and new principle of formation of the Federal Council (upper-house of the Russian parliament); administrative justice in Russia; administrative reforms on the federal and regional level.
In order to accomplish its main goals and purposes the Institute:
- organises international conferences, forums and training seminars on legal and political issues
- helds inter-regional workshops on constitutional development in Russia
- publishes the legal and political journal Comparative Constitutional Review (quarterly published and distributed in 33 countries), a supplementary bulletin “Council of Federation and Constitutional Developments in Russia”; as well as books
- develops and implements educational programs to apply new knowledge in the field of law and public policy in partner law schools at the regional Universities
- promotes legal education in secondary schools across the Russian federation
- Carries out studies applying alternative methods of resolving legal, political and social conflicts through mediation, negotiations and search for compromises;
- Develops and maintains a network of experts in 17 Russian regions
- Conducts and supports comparative studies in the field of law and public policy;
- Promotes the application of new technologies in education, law-making, application of law, and political decision-making processes
